!Android auto-connects

Android phones aggressively search for carrier networks abroad. Samsung phones may auto-enable roaming after a software update. Google Photos backup, Play Store updates, and app syncing run in the background and consume roaming data silently.

The complete fix

Turn off data roaming (steps above). Disable Google Photos cellular backup. Install a travel eSIM from Airalo or Holafly. Set the eSIM as your default data SIM. Your home number stays active for WiFi Calling.
